Stocks opened slightly higher at the open this morning after the Treasury Department said 10 banks, which were not named publicly, will be allowed to pay back $68 billion in TARP bailout money. It appears investors had already priced this action into the market, as it had been expected for a few days. Investors were also reassured by comments from automaker Fiat, who said it is still committed to buying a stake in Chrysler after the Supreme Court issued a stay on the deal.
